Decorative images still being read out by Safari + Voiceover on iPhone

I've made Lightbox Image = No for the whole project, and find I can still add Lightbox Image = Yes on a specific page and it works - the picture on the page will open in a lightbox.
This is great flexibility and saves the non-coders a bit of work.
