v3: Minor issue: some management settings

When accessing the management interface and looking at the site settings, there are two issues:
1) There is a 'site text' box with a default entry in it. This text never actually appears anywhere.
2) The next box has the title of 'MANAGEMENT_TUTORIAL_TEXT'. Again, setting this entry does nothing.

The 'MANAGEMENT_TUTORIAL_TEXT' box actually causes a PHP notice. It seems that it is not defined anywhere. As far as I can tell the definition was removed a couple of years ago (from 'languages/en-GB/website_code/php/management/site.inc').
Looking in 'index.php' (around line 311) shows that both the 'site_text' and 'tutorial_text' are commented out.

I suspect that the use of site text and tutorial text was to be removed, but that both boxes still appear in the management interface ('website_code/php/management/site.php').
