It looks like there's some css that's being applied to that section that's stopping the % width working as expected.

I'll look into why the css that's causing the issue is there & see whether it can be removed but in the meantime to override this you can add the Styles optional property to the page & add this to it:

fieldset.noStyle legend {
display: block;
}
